"So it really bodes well for us to continue on the exploration, following the water and its signs throughout the solar system." [Latest Mercury Photos from Messenger]</p> <p><strong>Organics, too? <br/></strong>The observations by Messenger, which has been orbiting Mercury since March 2011, provide compelling evidence that reflective patches first spotted near the planet's poles by the Arecibo radio telescope in Puerto Rico two decades ago are indeed water ice, researchers said.</p> <p>In the coldest parts of Mercury ? permanently shadowed regions where temperatures drop to perhaps minus 370 degrees Fahrenheit (minus 223 degrees Celsius) ? this ice can lie bare and exposed. But Messenger's data also show that much more frozen water is found in slightly warmer areas, buried beneath a strange dark material that acts as an insulator.</p> <p>This dark stuff is likely a mixture of complex organic compounds, the carbon-containing building blocks of life as we know it, researchers said during Thursday's news conference.</p> <p>"This organic material may be the same type of organic material that ultimately gave rise to life on Earth," said Messenger participating scientist David Paige of UCLA.</p> <p><strong>Helping scientists read the book of life <br/></strong>Mercury probably acquired much of its water and organic material the same way Earth did, researchers said ? via comet impacts and asteroid strikes. Ice and organics are common on the frigid bodies in the solar system's outer reaches.</p> <p>"There's a lot of water out there, as there is a lot of water around other stars, but at substantial distance," said Messenger principal investigator Sean Solomon of Columbia University's Lamont-Doherty Earth Observatory.</p> <p>With its ultra-thin atmosphere and proximity to the sun, Mercury is probably not a good bet to host life as we know it. (AP) ? <span class="yshortcuts" id="lw_1354141086_6">Farmers</span> in a revered peanut-growing region along the New Mexico-Texas border should be celebrating one of the best harvests in recent memory.</p><p>Instead, millions of pounds of their prized sweet Valencia peanuts sit in barns at a <span class="yshortcuts" id="lw_1354141086_0">peanut butter</span> plant shuttered for two months amid a <span class="yshortcuts" id="lw_1354141086_2">salmonella outbreak</span> that sickened 41 people in 20 states.</p><p>Farmers are worried about getting paid for their peanuts, plant workers are nervous about their future and residents wonder what toll an increasingly contentious showdown between the nation's largest organic peanut butter plant and federal regulators could ultimately have on the region's economy.</p><p>The tension boiled over when the Food and Drug Administration on Monday said it was suspending <span class="yshortcuts" id="lw_1354141086_5">Sunland Inc.</span>'s registration to operate because of repeated safety violations, meaning the plant will remain indefinitely shut down as the company appeals the decision. <span class="yshortcuts" id="lw_1354141086_4">The company</span> had planned to reopen some its operations this week after voluntarily recalling hundreds of products and closing its processing and peanut butter plants in late September and early October.</p><p>Many in this flat, dusty and solidly Republican farm town of about 20,000 denounce the <span class="yshortcuts" id="lw_1354141086_1">FDA</span>'s tactics as unfair and unnecessarily heavy-handed ? and become defensive about the shutdown of the largest private employer in town.</p><p>"We had the best crop in years, and then these (expletives) came in and started this," said resident and local telecomm worker Boyd Evans.</p><p>For the first time ever, the FDA is using authority granted under a 2011 food safety law signed by President Barack Obama that allows the agency to shut food operations without a court hearing.</p><p>The FDA said inspectors found samples of salmonella in 28 different locations in the plant, in 13 nut butter samples and in one sample of raw peanuts. Inspectors found improper handling of the products, unclean equipment and uncovered trailers of peanuts outside the facility that were exposed to rain and birds. Inspectors also said employees did not have access to hand-washing sinks, and dirty hands had direct contact with ready-to-package peanuts.</p><p>The FDA has inspected the plant at least four times over the past five years, each time finding violations. Michael Taylor, the FDA's deputy commissioner for foods, said the agency's inspections after the outbreak found even worse problems than what had been seen there before.</p><p>The salmonella outbreak was traced to Trader Joe's peanut butter produced at the plant. Sunland produces products for a number of national grocery and retail chains, and <span class="yshortcuts" id="lw_1354141086_3">New Mexico Peanut Growers Association President Wayne Baker</span> says the industry generates about $60 million in the region each year.</p><p>Valencias are a variety of peanuts that come almost exclusively from eastern New Mexico. Because of their sweet flavor, they are favored for organic and natural peanut butter products because they require few additives.</p><p>The peanut is celebrated every year at the town's annual Peanut Valley Festival, and most residents have stories related to peanuts, whether growing up on a peanut farm, helping to haul them to harvest or knowing peanut workers or farmers.</p><p>"Peanuts is, like, everything here," said local shopkeeper Brittany Mignard.</p><p>The plant's retail store remains open, although its shelves are bare of its own products. The few items remaining include peanut brittle made in Lubbock, Texas. The shelves are stocked with jelly, but no peanut butter.</p><p>Baker, who is also a Sunland board member, said the company had never been notified of any past violations. And the company has vehemently denied FDA allegations that it knowingly shipped any potentially tainted products.</p><p>Plant officials said they were blindsided by the FDA's suspension on Monday. Just hours before it was announced, the plant had announced plans to start shelling the bumper crop on Tuesday. Plant officials said they had notified the FDA last week of their plans to reopen the processing operations while waiting for approval to resume making peanut butter.</p><p>"The FDA is overreaching its power and putting out information that isn't true," Baker said. "We don't understand what is going on. We don't think we are guilty."</p><p>FDA officials wouldn't comment on his allegations, saying it was an ongoing investigation.</p><p>Food safety expert and Cornell University professor Bob Gravani said given the number of salmonella outbreaks in recent years, he believes the FDA is being heavily scrutinized about why they are not using their rules more frequently or more aggressively.</p><p>Putting aside the "he-said, she-said" between the FDA and the company, he said, "I would say suspension is warranted in this case."</p><p>This is not the first major outbreak since the FDA gained authority to pull a facility's registration in the 2011 food safety law. An outbreak of listeria in cantaloupe in 2011 is linked to at least 30 deaths and investigators found similar conditions at Jensen Farms in Colorado. Unlike Sunland, however, Jensen Farms did not attempt to restart operations after the recall and FDA investigation. The company later filed for bankruptcy.</p><p>Baker said officials have been trying for the past two months to cooperate with the FDA to get the plant reopened.</p><p>"That hasn't worked," he said. "But we are not going to give up. We are going to fight this. We have got no choice."</p><p>He said officials have begun calling the state's senators and congressman and talking with other agricultural groups about getting help in Washington with an appeal of the FDA action. No hearing has yet been scheduled.</p><p>Coburn said none of the plant's 150 workers has been laid off. Instead, they have been helping to clean and upgrade the plant.</p><p>Although peanuts can be stored for a while, Coburn and Baker acknowledged that time is of the essence for getting to work on what Coburn said were "many, many millions" of pounds harvested from this year's crop.</p><p>Farmers, Baker acknowledged, are worried about getting paid. Before purchasing a shirt, shoppers will run their hands over the fabric, look at the price tag and wonder how it will hold up in the washing machine. Some might even ask if it makes them look fat.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">The one detail, however, that is rarely considered: What are the conditions like for the workers making the shirt?</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">A horrific fire that raced through a Bangladesh garment factory Saturday, killing 112 people, has put the spotlight ? at least temporarily ? back on those workers and their sometimes treacherous work environment.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">The factory, owned by Tazreen Fashions Ltd., made clothing for several retailers around the globe including Wal-Mart, Sears and The Walt Disney Co. All three companies have distanced themselves from responsibility for the incident, saying they didn't know that their subcontractors were using the factory.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Holiday shoppers have also maintained their distance from the tragedy.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"Truthfully, I hadn't even thought about it," said Megan Miller of Philadelphia as she walked out of the Disney Store in Times Square. "I had Christmas on my mind and getting my kids something from New York."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Shoppers from Cincinnati to Paris to Singapore all said the same thing: They were aware of the fatal factory fire, but they weren't thinking about it while browsing stores in the days since. Brand name, fit and ? above all ? prices were on their minds.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"Either our pockets get lighter or we have to live with more blood on our hands," said Amy Hong, a college student who was at a store in Singapore. "I try not to think about it."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Experts who survey shoppers say the out of sight, out of mind attitude is nothing new.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"When you talk to them about their biggest concerns, where something is made, or the abuses in some country, almost never show up," said C. Britt Beemer, chairman of America's Research Group, which interviews 10,000 to 15,000 consumers a week, mostly on behalf of retailers. "The numbers are so small, I quit asking the question."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Convenience is much more important to shoppers.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Take Tammy Johnson who was at a Walmart in Bloomington, Minn. this week. She lives nearby and appreciates that the store has a large grocery section in addition to clothing and other goods.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"It's easier and it's cheaper," she said of her decision to shop there. "I hate that, but it is true."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Even those who want to make socially responsible purchases a priority have little information available to work with.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">There's no widespread system in place to say where all the materials in a shirt come from let alone whether it was made in a sweatshop or not.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">A label saying "Made in USA of imported fabrics" doesn't provide as much information to shoppers as they might think. Maybe tailors assembled it under good working conditions, but what about the people who wove the fabrics? Another label saying that a shirt is made from 100 percent organic cotton fails to say anything about the conditions of the factory in which it was made.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"What do they know at the point of sale about where it comes from, other than the tag?" said Paco Underhill, founder of Envirosell, which studies consumer behavior. "Our hearts are generally are in the right places. It's the question of making sure we have the knowledge and pocketbook to follow."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">And it's not just clothing. It is hard to tell where televisions or laptop components are made.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Companies selling products say they even struggle to tell. Work is often given to subcontractors who themselves use subcontractors. While many major companies stipulate ethics and standards that their subcontractors must follow, policing them is a costly, time-consuming process that sounds easier than it is.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">In the case of the Bangladesh factory, Wal-Mart said it had received a safety audit showing the factory was "high-risk" and had decided months before the blaze to stop doing business with Tazreen. But it said a supplier had continued to use Tazreen without authorization.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">In recent years, consumers have become much more aware about the food they eat, and where it comes from.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Supermarkets are full of eggs laid by free-range chickens, organically-grown apples and beef from grass-fed, hormone-free cows. Some upscale restaurants now name the farm that provided them with pork chops. And customers pay a premium for these foods.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">The difference: They perceive a direct benefit, since the food is going into their bodies.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Ethical choices when buying clothing ? or the latest version of Apple's iPhone ? are much more blurred.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Jean MacLeod, who was shopping at a Walmart on the south side of Indianapolis, is willing to pay more for goods if they are made in an ethically responsible manner and does it all the time when she buys food.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Walmart wants the best prices for its customers, she said, but the company also has power as a buyer to make sure factories have decent working conditions.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"They should be able to say, 'Look it, we don't want to buy from you unless you do things a little more our way,'" MacLeod said. "If they don't want to buy from them, then that means that factory will go out of business."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Arguments have been made that producing items with cheap labor isn't necessarily a bad thing.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Factories in the Third World can provide jobs with wages well above a region's average. They can help lift families out of severe poverty. The catch is that there are fewer safeguards to protect workers from being exploited from unscrupulous employers.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">At the Bangladesh factory, locked exits prevented many workers from escaping after fire broke out.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">It draws eerie parallels to New York's Triangle Shirtwaist Fire of 1911, where 146 people died within 18 minutes of a fire starting in a factory with locked exits.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">That fire was the catalyst for widespread changes in labor laws in U.S. But in the 100 years since, the desire for cheap clothing hasn't abated and costly labor has just shifted to factories overseas.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"To put it maybe too frankly, profit and efficiency and competition always trump safety and health," said James A. Gross, a labor relations professor at Cornell University.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Not every company sees things that way.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Los Angeles-based American Apparel promotes itself as a line of "sweatshop free" clothing. Its founder and CEO, Dov Charney, said that companies can control working conditions ? they just need to bring production closer to home. American Apparel knits, dyes, cuts and sews all of its products in-house.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"When the company knows the face of its worker, that's important," Charney said. "You can control working conditions and quality."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Yes, American Apparel spends more on labor, but it isn't as much as you would expect. Charney estimates that an imported T-shirt selling for $6 at Walmart would cost about $6.30 if produced domestically thanks to the company's massive scale.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"The consumer can care. They can buy from companies that are committed to fair trade and try to seek out those companies," he said.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Take Nike.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">In the mid-1990s, the sneaker giant came under pressure to change its ways after numerous reports of child labor, low wages and poor working conditions. Eventually wages climbed, minimum age requirements were put in place and Nike increased monitoring at its factories.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">But such change only comes after persistent public pressure.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"Clothes makers will always do what they want, but the buyer should educate himself," said Paris shopper Pierre Lefebvre.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Not all buyers have that luxury. Family budgets are tight.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"Especially with this economy, we like our money to go as far as it can," said Lesley Schuldt, who left a Cincinnati Macy's this week with five shopping bags worth of jewelry, cookware and gifts. The 6.6 billion <span class="yshortcuts" id="lw_1354125970_5">Chinese yuan</span> ($1.06 billion) first phase is scheduled to start in 2015.</p> <p> The <span class="yshortcuts" id="lw_1354125970_8">plant</span> in southwestern China will have annual production capacity of 400,000 vehicles, but the partners did not disclose what vehicles will be built there. It also will have the capacity to build 400,000 engines annually, a <span class="yshortcuts" id="lw_1354125970_2">GM spokesman</span> said.</p> <p> "It's a numbers game," J.D. Power and Associates senior vice president John Humphrey said. "They're doing a phenomenal job, the market continues to grow, vehicle penetration is still so low, GDP per capita continues to increase and the west of <span class="yshortcuts" id="lw_1354125970_3">China</span> is where a lot of the action is going to come going forward.</p> <p> "Having production further in the western part to get a foothold there and penetrate the tier two and three and four cities makes perfect sense for them," he added.</p> <p> The new <span class="yshortcuts" id="lw_1354125970_6">plant</span> is part of SAIC-GM-Wuling's push to reach a production target of 2 million vehicles per year by the end of 2015. administrators," Mondschein said. "The electors to the U.S. Hall of Fame will have a challenging task ahead of them, as each of these candidates is worthy of serious consideration to be inducted into the Class of 2013."</p><p>All nominees on the ballot have met criteria established by the Nomination Committee. An esteemed panel of 85 electors will cast votes for the Class of 2013, which will be announced Dec. 17. "I have some serious concerns and misgivings on this recommendation."</p> <p> The leader of the opposition Labour Party, Ed Miliband, said he supported a proposal by Leveson to back a new independent press watchdog with legislation.</p> <p> Leveson said he had no intention of ending three centuries of press freedom but condemned sometimes "outrageous" behaviour by the press that had "wreaked havoc with the lives of innocent people".</p> <p> "The ball moves back into the politicians' court: they must now decide who guards the guardians," Leveson told a news conference in Westminster, opposite the House of Commons.</p> <p> Leveson's inquiry was ordered by Cameron after public outrage at revelations that reporters at one of <span class="yshortcuts" id="lw_1354203728_1">Rupert Murdoch</span>'s tabloids hacked the phone messages of a 13-year-old murder victim, Milly Dowler.</p> <p> Leveson said there should be a new independent self-regulatory body, which would be recognised in law, something the press and many within Cameron's own party, including senior ministers, have adamantly opposed as an erosion of press freedom.</p> <p> Nick Clegg, the leader of the junior Liberal Democrat partners in the coalition government, will deliver his own statement to parliament after Cameron, implying that the two disagree on the way forward.</p> <p> 'TOO CLOSE'</p> <p> Leveson, whose inquiry laid bare phone-hacking, claims of police bribes and the cosy relationship between top editors and the political elite, said the relationship between politicians and the press was too close.</p> <p> Leveson warned that the close ties formed between the government and Rupert Murdoch's News Corp over the aborted takeover of BSkyB was concerning and had the potential to jeopardise the $12 billion (7.4 billion pounds) bid.</p> <p> But he offered little in the way of direct criticism of individuals, ammunition for those who hoped it would condemn Cameron for his links to Murdoch's media empire</p> <p> He said there was no credible evidence of bias on the part of senior minister and Cameron ally Jeremy Hunt in his handling of the BSkyB takeover, but said the close ties allowed a perception of favouritism.</p> <p> Inquiry hearings embarrassed Cameron by exposing his close ties to executives at Murdoch's British newspaper empire, notably former top lieutenant Rebekah Brooks, who is facing criminal action over phone-hacking and other alleged illegal actions.</p> <p> Cameron, three former prime ministers, senior ministers, press barons including the 81-year-old Murdoch, plus an array of celebrities such as Hollywood actor Hugh Grant were among the 164 witnesses to appear before the inquiry.</p> <p> (Additional reporting by Tim Castle, Writing by Guy Faulconbridge,; NBC's Erica Hill reports on the lottery "curse" and two September Powerball winners how their lives have changed, for better and for worse.</p><!-- end15512162 --><p>By Melissa Dahl, NBC News</p><p>You surely know by now that the Powerball jackpot is set to hit at least $550 million tonight. You should also know that your odds of winning the grand prize are somewhere around 1 in 176 million?(at least, we really hope you know that). So here's a bit of comfort for you tonight as you stare dejectedly at your losing ticket: Most lottery winners don't end up any happier than the rest of us.?</p><p>Yeah, yeah, you can probably name 550 million reasons why winning the jackpot tonight will make you happy. But here's the truth: A?handful of psychology studies over the years have evaluated the happiness of lottery winners over time, and found that after the initial glee of getting one of those big giant checks has faded away, most winners actually end up no happier than they were before hitting the jackpot.</p> <p>Arguably the most famous paper on this subject was published the late 1970s, and it's a doozy: Psychologists interviewed winners of the Illinois State Lottery and compared them with non-winners -- and, just for good measure, people who had suffered some terrible accident that left them paraplegic or quadriplegic. If she's lucky, she won't win.</p><!-- end15492556 --><p>What they found was counterintuitive, to say the least: In terms of overall happiness, the lottery winners were not significantly happier than the non-lottery winners. (The accident victims were less happy, but not by much.)?But when it came to rating everyday happiness, the lottery winners took "significantly less pleasure" in the simple things like chatting with a friend, reading a magazine or receiving a compliment.?</p><p>"Humans tend to have a relatively set point of mood," explains Gail Saltz, a New York City psychiatrist and frequent TODAY contributor. Most people tend to bounce back to that set point after a major life event, whether it's something negative or positive. But for some lottery winners, psychologists believe hitting an especially huge jackpot may alter that happiness baseline, making it harder to see the joy in everyday things.?</p><p>More recently than the '70s research, a?2008 University of California, Santa Barbara, paper?measured people's happiness six months after winning a relatively modest lottery prize -- a lump sum equivalent to about eight months' worth of income. There's Jack Whittaker, the West Virginia man who in 2002 won the nearly $315 million Powerball jackpot. Initially, he generously gave millions to charities, including $14 million to start his own Jack Whittaker Foundation. But later, the dream turned to nightmare: A briefcase with $545,000 in cash and cashier's checks was stolen from his car while it was parked outside of a Cross Lanes, W. Va., strip club. His office and home were broken into, he was arrested twice for drunken-driving -- and the list goes on.?</p><p>Or there's Alex Toth, a Florida man who in 1990 won $13 million to be doled out in 20-year-payments of $666,666. (Seriously.) At his death in 2008, the Tampa Bay Times reported on the sad direction his life had taken: Years of living it up led to a split from his wife and charges of fradulent tax returns, among other serious woes.</p><p>What gives? Behavior experts have a couple theories. One is simply that we humans just tend to get used to stuff -- the good and the bad. The psychological concept is called "happiness adaptation," and?Michael Norton,?associate professor at Harvard Business School,?co-authored a 2007 paper that sought to uncover why hitting major life goals -- including the dreamlike goal of winning the lottery and the more down-to-earth goal of getting married -- don't end up making us as happy as we expect them to.?</p><p>"The idea of adaptation seems like a negative thing -- ?it's a shame that we have to get used to the good things in our life, from lottery winnings to ice cream.?But adaptation also helps us when bad things happen to us, making the impact of losing our job or getting divorced less painful over time," explains Norton, who is also the?coauthor of the forthcoming book, "Happy Money: The Science of Smarter Spending."?</p> <p>He continues, "Big positive and negative events can have a lasting impact on our happiness, but this impact tends to decrease over time. In some sense, because people have so many facets of their life - from their job to their friends to their family to their hobbies - the impact of a change in any one of those facets is less extreme than we think, because many of the other things in our lives stay the same. (We win the lottery but we are still stuck with our same siblings, for example.) As a result of this, people tend to adapt to life events and end up closer to where they were than they think they'd be."</p><p>Tonight's historic Powerball jackpot has reached a whopping half-billion dollars and continues to grow. Andrea Canning reports on the frenzy for tickets in New York City. </p><!-- end15512180 --><p>This is partially because we are terrible at predicting how happy more money is going to make us.?The truth is, money?<em>can</em>?make you happy -- but only up to a point.?"Research shows that the impact of additional income on happiness begins to level off around $75,000 of income - but people keep trying to make more and more money in the mistaken belief that their happiness will continue to increase," Norton says. "As a result of this mistaken belief, people think that big windfalls will change their happiness dramatically - and may end up with less happiness than they expected."</p><p>On the other end of the spectrum, landing a windfall that lifts you out of a financial pit really can provide significant, lasting happiness. In 2006, Sandra Hayes, then a 46-year-old?social worker making $25,000?a year,?and 12 of her coworkers won the $224 million Powerball jackpot. After taxes and splitting the money with her coworkers, Hayes had won $10 million. She bought her dream car (a brand-new Lexus) and her dream home (a half-million dollar house in St. Louis). But first, she paid off her current home and then gave that house to her daughter and grandchildren, who'd been living in a rough neighborhood. She quit her job and now spends her days writing -- she's already published one book and is working on a second one.?</p><p>"Yes, my life is different, and it feels good," says Hayes. "This summer I had a $900 water bill. Six years ago, well, if I had a substantially huge bill, I would?ve had to make payment arrangements. That?s one of the things I like, that I?m able to pay my bills in full and not scuffle."</p><p>The first secret, as Hayes tells it, to winning the lottery without losing your mind is to immediately meet with a financial planner you trust and make a plan that works for you. Bloomberg, City Council Speaker Christine C. Quinn and Finance Commissioner David M. Frankel today announced new property tax relief initiatives to assist New Yorkers whose homes were severely damaged by Hurricane Sandy. To provide immediate relief, the Finance Department, with the authorization of the City Council, will issue an interest-free extension on the next property tax bill for residential properties damaged beyond repair or in need of extensive structural repairs before they can be re-inhabited. The grace period will postpone payments due on January 1, 2013 to April 1, 2013. The City also proposed to reimburse homeowners for a portion of the property taxes due this Fiscal Year so that the payments more accurately reflect properties? post-storm values. The reimbursement measure would require approval from the State Legislature. The Mayor, Speaker and Commissioner made the announcement on Staten Island at one of the City?s seven Restoration Centers. They were joined by Council Members James S. Oddo, Domenic M. Recchia, Jr., Deborah Rose and Michael Nelson, Staten Island Borough President James Molinaro and Brooklyn Borough President Marty Markowitz.</p> <p>?We are working to help the thousands of New Yorkers displaced by Hurricane Sandy, and those who suffered severe damage face a long period of uncertainty and considerable expense in making decisions about rebuilding and returning to their homes,? said Mayor Bloomberg. ?We want to do all that we can to ease their heavy burdens, and working with the Speaker, City Council and State Legislature, we will secure two property tax measures that provide a small measure of relief to those who need it most.?</p> <p>?Helping property owners whose homes were destroyed by Sandy is a no-brainer,? said Speaker Quinn. ?A property tax rebate and grace period to pay bills are two small steps we can and will make happen. More than 3,000 properties are eligible for the extension, and the average property tax bill is $506. The Mayor, Speaker and City officials have proposed a reimbursement for a portion of the taxes paid this fiscal year. If enacted, more than 900 properties would be eligible, with an average rebate of $794. The Finance Department is also working to ensure that the property tax assessments for FY 2014 reflect the post-hurricane conditions.</p> <p>Mayor Bloomberg has announced several relief programs for home owners impacted by Hurricane Sandy. They range from the general ? people might add #obama to Twitter posts about the president ? to the quirky and esoteric ? such as?#broncobamma?from the finals weeks of the 2012 election.</p><p>This infant?s photo is now buzzing all over the web. However, it seems that no one can confirm her name. It?s unclear if ?Hashtag? is a legitimate name from a Twitter super fan, an Internet hoax, or, as the Huffington Post put?it, "a very unfortunate typo."</p><p>Whatever the case, the photo went viral in less than 24 hours after first appearing on the website Awkward Messages, which rounds up odd Web posts and photos.</p><p>As skepticism stewed online, many people took to Twitter to argue a?parallel?question: Is "Hashtag" an appropriate name for any baby? That didn't take long.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">The fissures within the Republican Party that some say cost the GOP control of the Senate have resurfaced just three weeks after the election. This time conservatives are targeting a popular veteran congresswoman from a storied West Virginia political family making a bid for Democrat Jay Rockefeller's Senate seat in 2014.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Within an hour of Shelley Moore Capito's announcement of her candidacy, the influential and conservative Club for Growth branded her as the "establishment candidate" whose record in Congress of supporting prominent bailouts has led to bigger government. Capito just won her seventh term to Congress, securing about 70 percent of her district's vote. Her father, former Gov. Arch Moore, for years was the chief political rival of the man she hopes to replace in the Senate.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">The new head of the Senate's GOP campaign arm, Sen. Jerry Moran of Kansas, dismissed the criticism from the right ? "I don't see this as damaging to her cause" ? but it's far from inconsequential in the Republicans' bid to retake the Senate.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Moran hasn't officially taken over as chairman of the National Republican Senatorial Committee yet, but he already finds himself defending a potential nominee who's widely popular in her state while trying to avoid alienating influential players on the party's right flank.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Downplaying the impact of the Club for Growth's criticism of Capito, Moran said Tuesday his committee hasn't made a decision on how heavily involved it will be in West Virginia's Republican Senate primary two years from now.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"Shelley Moore Capito is a known quantity in West Virginia," he said. "Her voting record is acceptable to the majority of West Virginians in her district for a long period of time. I don't see this as damaging to her cause."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Rockefeller, 75, has not said whether he'll seek a sixth term in the Senate, but Capito has the name recognition and fundraising ability to mount an effective campaign against an incumbent.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">The Club for Growth wasted no time listing what it believes are her numerous faults. They likened her to candidates such as Rick Berg of North Dakota and Rep. Denny Rehberg of Montana, saying that while they were supposedly the most electable of the Republican candidates, they lost Senate races in Republican-leaning states.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"Her candidacy will undoubtedly be cheered by the GOP establishment, and dire warnings will be issued against any 'divisive' primary challenges, lest other candidates hurt Capito's chances of winning," said Club for Growth President Chris Chocola. "The problem is that Congresswoman Capito's record looks a whole lot like the establishment candidates who lost this year."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">But many of the Club for Growth's candidates in recent elections also have stumbled badly. Richard Mourdock lost in Indiana after bouncing veteran Sen. Richard Lugar in the primary. In the 2010 elections, the organization threw its considerable financial backing behind Sharron Angle in Nevada and Ken Buck in Colorado, both losers to vulnerable Democratic incumbents.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Moran said the criticism of Capito from the Club for Growth was not unexpected.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"This is going to be decided not by the NRSC and not by the Club for Growth; it's going to be decided by the people of West Virginia," he said.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">In the last election cycle, Democratic leaders in Washington didn't mind playing favorites during the primaries, heavily recruiting candidates they thought had the best chance of winning, while shunning some they did not see as formidable. GOP leaders, in contrast, sat back as their potential nominees fought it out.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Moran said figuring out the NRSC's role in the coming primaries will take a couple of months, and said his organization will play a role in some states.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"It's a state-by-state issue," he said.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Democratic officials, meanwhile, are enjoying the sideshow of a potential GOP split already in the works.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"Their argument is correct that the handpicked Republican establishment candidates did just as poorly as the more tea-party candidates," said Matt Canter, spokesman for the Democratic Senatorial Campaign Committee. "It's hard to argue with them in that respect."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Canter said the establishment candidates stumbled in part because of their efforts to appeal to tea party supporters and strong anti-government organizations such as the Club for Growth. He said an outsider might find it easy to defeat Capito, because GOP primaries in West Virginia typically do not attract a lot of voters.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"It would be very easy for a right-wing candidate to get the votes needed to win," Canter said.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Republican strategist Ron Bonjean said he would have preferred for the Club for Growth to have waited to see if a viable alternative to Capito emerges before attacking her. With Mitt Romney easily winning the state, Republicans figure to have a strong shot of winning the Senate seat in 2014.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"She's the best that state has to offer at this point," Bonjean said. "There's not a deep bench of Republican candidates who can immediately step into the fold, who can take on Sen. Rockefeller. entry-content">Chocola said supporting fiscal conservatives such as Jeff Flake in Arizona and Ted Cruz in Texas, both Senate winners this month, is the best way back for the GOP.</p><p class="ap_para
